XRP Targets $15 as Ripple Secures Final Bank Approval Before Swell

Ripple Secures Final U.S. Bank Approval, Boosting XRP Outlook Ahead of Swell Conference

Ripple has received final approval from U.S. regulators for its national trust bank, a development that could provide XRP investors with further impetus as the Swell conference convenes in New York. This regulatory milestone solidifies Ripple’s standing within the traditional financial sector, while emerging institutional partnerships and sustained demand for XRP-related exchange-traded funds (ETFs) may fuel the next surge in the cryptocurrency’s price.

Regulatory Milestone Achieved

The Office of the Comptroller of the Currency (OCC) granted final authorization for Ripple National Trust Bank on October 26. This decision concludes a process that commenced with conditional approval in December 2025, paving the way for enhanced institutional custody services and the management of reserves for Ripple USD (RLUSD). As Ripple’s flagship conference, Swell, begins, the company’s regulatory position is strengthened, coinciding with a significant industry gathering.

The establishment of this federal trust bank represents a key step in Ripple’s strategy to bridge blockchain technology with conventional finance. The bank is slated to manage segregated reserves backing Ripple USD (RLUSD), serve as a collateral trustee for RLUSD holders, and offer fiduciary services for digital assets.

RLUSD will continue to be issued by Standard Custody & Trust Company under New York’s regulatory framework. The addition of federal oversight enhances the regulatory infrastructure supporting Ripple’s stablecoin and its institutional offerings. Ripple has also reported that RLUSD has achieved a market capitalization of $2.5 billion since its launch in December 2024.

Strategic Implications for XRP

This development injects momentum into Ripple’s business, which is increasingly focused on payments, custody, stablecoins, and capital markets. Ripple’s infrastructure could attract a greater number of financial institutions to its ecosystem, thereby creating additional opportunities for the adoption of the XRP Ledger and enhancing its liquidity.

Ripple CEO Brad Garlinghouse has consistently highlighted the synergy between cryptocurrencies and traditional banking. The new federal charter provides a more robust regulatory foundation for this strategy, particularly as institutions convene to discuss the future of digital finance.

ETF Demand and Institutional Exposure

U.S. spot XRP exchange-traded funds have collectively attracted $1.8 billion in net inflows, establishing a substantial avenue for institutional investment in the token. The total net assets held by these ETFs currently stand at $1.48 billion.

Recent trading sessions indicate potential for renewed buying interest. XRP ETFs recorded $4.3 million in net inflows between October 19 and October 23, with a notable $3.5 million contribution on October 22. The session on October 23 saw no net creations or redemptions.

The cumulative inflow figure underscores XRP’s advantage in institutional adoption. ETF investors can gain exposure to XRP without the complexities of managing digital wallets or executing on-chain transactions, positioning these products as a key gateway for traditional capital into the market.

Swell Conference as a Catalyst

The Swell conference presents an opportunity to further boost demand for XRP. Ripple’s annual event, scheduled from October 27–29 in New York, will be held concurrently with the XRP Ledger developer conference, Apex, and the University Blockchain Research Initiative gathering.

Ripple anticipates over 1,500 attendees, more than 100 speakers, and over 80 sessions. The agenda is set to cover topics such as capital markets, settlement, tokenization, stablecoins, crypto ETFs, and XRP utility. Speakers will include Ripple leadership and executives from prominent financial institutions and market infrastructure firms.

The timing of these events offers XRP investors multiple potential catalysts within a single week. Announcements related to institutional payments, custody solutions, tokenization initiatives, or new XRP-related investment products could strengthen the case for increased capital flowing into the ecosystem.

Analyst Price Targets

Technical analyst Javon Marks has projected a bullish price target of $15 for XRP, drawing parallels between its current chart structure and its historic breakout in 2017. Marks previously noted a 2,872% gain during the earlier breakout and has applied this historical trajectory to XRP’s projected November 2024 breakout point near $0.50 to arrive at the $15 target.

This forecast presents a compelling upside scenario should XRP enter another significant price discovery phase. A confluence of renewed ETF demand, expanding institutional adoption, and major announcements from Ripple could bolster the market narrative supporting such a price movement.

Marks is not the sole analyst identifying significant upside potential. Chad Steingraber previously predicted that XRP could rise from $2 to $10 within a year, citing ETF demand and the possibility of accelerated price discovery.

The Swell conference provides Ripple with a platform to unveil fresh developments that could support this bullish outlook. A significant banking partnership, expanded RLUSD adoption, or new institutional infrastructure built around the XRP Ledger could reinforce the token’s long-term growth narrative.

The final approval of the national trust bank has bolstered Ripple’s position within the U.S. financial system. With the Swell conference underway and cumulative XRP ETF inflows exceeding $1.8 billion, upcoming announcements could re-center institutional demand at the forefront of the XRP price discussion.
