SEC, CFTC Signal Independent Regulatory Path After CLARITY Act Fails in Senate

The Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) have indicated their readiness to advance regulatory frameworks without further congressional action, following the Senate’s failure to pass the CLARITY Act. This development signals a potential shift towards independent regulatory action in the absence of legislative consensus.

On Tuesday, the CLARITY Act did not pass the Senate. The following day, the Chairman of the CFTC described the outcome of the Senate vote as “unfortunate.” In parallel, both the SEC and CFTC conveyed their readiness to proceed with regulation, suggesting they are prepared to move forward without additional input from Congress.

The failure of the CLARITY Act in the Senate has created a situation where regulatory bodies are signaling their intent to fill the void. This move by the SEC and CFTC indicates a proactive stance in shaping the regulatory landscape, particularly concerning financial clarity.

The SEC and CFTC indicated their readiness to proceed with regulation, a statement that underscores their capacity and willingness to act independently. This readiness is a key signal that regulatory bodies are prepared to take the lead in establishing rules and guidelines, even when legislative processes stall.

The CFTC Chairman stated that the outcome of the Senate vote was unfortunate. This sentiment, coupled with the agencies’ stated readiness to regulate, highlights the dynamic between legislative inaction and regulatory agency initiative. The SEC and CFTC’s preparedness to move forward without Congress suggests a commitment to establishing regulatory clarity through their own established authorities.

    Why This Matters

The materials describe a narrow update: The Senate failed to pass the CLARITY Act. Regulatory bodies (SEC, CFTC) are prepared to act independently following legislative failure.

Source materials place the factual news in this context: Following the failed Senate vote on Tuesday concerning the CLARITY Act, several high-profile individuals shared their two cents on the matter.

  • CLARITY Act Vote Triggers Bitcoin Demand Drop on Coinbase, Short-Term Holder Selling

CLARITY Act Vote Triggers Bitcoin Demand Drop on Coinbase, Short-Term Holder Selling

The US Senate’s recent vote against the CLARITY Act has coincided with a noticeable decrease in Bitcoin demand on Coinbase and an increase in selling pressure from short-term holders, according to recent data. This legislative development has introduced a layer of uncertainty into the US market, influencing investor behavior and on-chain metrics.

Coinbase Premium Declines Amidst Legislative Setback
The Coinbase Premium, a metric reflecting the price difference between Bitcoin on Coinbase and Binance, dropped to one-month lows of -0.079 on Tuesday. According to CryptoQuant, this negative premium indicates a comparative lack of demand from Coinbase traders relative to users on Binance. Earlier in the week, the premium had briefly turned positive, reaching 0.004, but it subsequently declined throughout Monday.

    Short-Term Holders Capitulate
Data from on-chain analytics platform CryptoQuant highlights that short-term holders, defined as those holding Bitcoin for less than six months, have been actively moving assets to exchanges. On a rolling 24-hour basis, up to 34,000 BTC were transferred. A significant portion of these transfers, approximately 23,200 BTC, were sent at a loss, marking what CryptoQuant described as the largest short-term holder capitulation event recorded over the past month.

    Exchange Demand Divergence Observed
On-chain analyst Willy Woo observed a divergence in selling behavior between US-based exchanges like Coinbase and offshore exchanges such as Binance, intensifying around the time of the vote. Woo stated on X (formerly Twitter) that while US investors appeared to be selling on Coinbase following the CLARITY Act’s setback, global offshore investors on Binance continued to accumulate Bitcoin. This divergence was further illustrated by Cumulative Volume Delta (CVD) data, which showed Binance’s CVD increasing while Coinbase’s declined around September 11.

    Legislative Uncertainty Lingers
The CLARITY Act failed to secure the necessary 60 votes in the Senate on Tuesday. This outcome leaves limited options for the legislation to be reconsidered before 2027. The premium on Coinbase has spent a significant portion of 2026 in negative territory, reflecting an outflow of investor capital since Bitcoin’s all-time highs of around $126,200 in October 2025.

While the immediate impact shows increased selling pressure from short-term holders reacting to the legislative news, the long-term implications for Bitcoin price trends and future US crypto legislation remain uncertain. The interplay between regulatory developments and on-chain activity continues to be a key factor for market participants to monitor.

  • Bitcoin Price Outlook: Meta AI’s 2026 Forecast Amidst Regulatory Watch and Market Uncertainty

Bitcoin Price Outlook: Meta AI’s 2026 Forecast Amidst Regulatory Watch and Market Uncertainty

Recent market data for Bitcoin presents a mixed picture, with U.S. spot Bitcoin ETFs experiencing inflows of $159.9 million on September 14, while the cryptocurrency’s weekly close was $63,078, down 2.74%.

Amidst this current market activity, Meta AI has issued a price prediction for Bitcoin, forecasting a range between $78,000 and $92,000 by the end of 2026, with a base case scenario of $85,000. According to the analysis, September 15 is a key date, as the U.S. Senate is expected to vote on the Clarity Act. The passage of this act could potentially remove a significant policy overhang for the cryptocurrency market. Another catalyst mentioned in the analysis is the ARMA proposal, which could authorize the U.S. Treasury to purchase Bitcoin, a move that would require a 20-year federal hold on those coins, potentially removing supply permanently.

    Current Market Indicators

The current technical indicators for Bitcoin show a Relative Strength Index (RSI) at 39.06, with its signal line at 39.32. This reading is below the midline and approaching oversold territory, suggesting that while momentum may be weak, the pace of decline could be slowing. The RSI metric does not suggest price direction.

    Historical Context and Bearish Scenarios

Historically, the market has seen significant price movements. According to the analysis, Bitcoin may have peaked near $126,000 in mid-2025, followed by a structural break in late 2025 that saw prices trend from $120,000 toward $84,000. An early 2026 leg down reportedly reached lows near $58,000, with a recovery attempt in Spring reaching approximately $82,000 before failing in June and returning prices to the low $60,000s. Recent weeks have seen the formation of a shallow base with higher lows, though without substantial recent price movement.

Support levels for Bitcoin are identified at $72,000, $68,000, and $66,000, while resistance is noted at $80,000, $82,000, and $87,000. The Meta AI prediction suggests a potential increase of 35% from current levels to its base case, but this is a speculative forecast.

    Uncertainties and Future Outlook

However, significant uncertainties remain. The outcome of the Senate vote on the Clarity Act is not guaranteed, and the specifics and impact of the ARMA proposal are also subject to change. The analysis also presents a bear case scenario, referencing potential renewed ETF outflows and past cycle peaks. The Bitcoin thesis is increasingly tied to specific dates and policy developments, turning market uncertainty into a tradable probability on platforms like Kalshi, which allow users to speculate on real-world outcomes.

It is important to note that these predictions are based on AI analysis and potential future events, and the actual market trajectory may differ. The passage of the Clarity Act or the ARMA proposal, for instance, would represent significant policy shifts, but their enactment and precise effects are not certain. Investors are advised to consider these AI-driven forecasts alongside current verified market data and the inherent uncertainties of regulatory and economic factors.

    Why This Matters

Meta AI has provided a price prediction for Bitcoin by the end of 2026, ranging from $78,000 to $92,000 with a base case of $85,000. The market is also watching whether the Clarity Act can clear the 60-vote threshold in the Senate.

  • XRP Liquidity on Binance Surges to Six-Month High, But Market Direction Remains Unclear

XRP Liquidity on Binance Surges to Six-Month High, But Market Direction Remains Unclear

XRP’s liquidity on Binance has reached a six-month high, with its 30-day liquidity index climbing to 0.0675. While this indicates improved market efficiency, the data does not provide a clear indication of the asset’s future price direction, as the deeper order book can equally support both accumulation and distribution.

    Liquidity and Turnover Metrics

The 30-day turnover for XRP on Binance has recovered to approximately $4.6 billion, a significant increase from the $2 billion to $3 billion observed during July and August. This enhanced liquidity means that trades can be executed with less price slippage. According to the data, if buying pressure builds, the improved depth could allow XRP to grind higher with less slippage than during the thinner summer conditions. Conversely, if sellers take control, the same depth could absorb a larger decline without the exaggerated price swings typical of illiquid markets.

August Performance and Broader Market Context

In August, XRP saw a notable price increase, closing the month up approximately 28.5%, marking its strongest August performance since 2021. U.S. spot XRP ETF products also experienced inflows totaling $153.55 million during the same month. Binance’s XRP spot volume for August was roughly $7.28 billion, also a six-month high. Other exchanges like Upbit and Bithumb also reported strong monthly XRP trading volumes in August, suggesting the liquidity recovery is not solely a Binance-specific phenomenon.

Mixed Signals from Flows and Derivatives

Despite these positive liquidity and volume metrics, the market direction remains ambiguous. Recent flow data from Binance on September 11th showed significant activity, with over 91 million XRP moved into the exchange and over 113 million XRP moved out. Both figures represented six-month highs in single-day volume, with withdrawals outpacing deposits by 22.7 million XRP. However, Binance’s total XRP holdings only rose by 0.43% over the full week ending September 11th.

In the derivatives market, the seven-day change in XRP open interest on Binance improved from -27% on August 29 to 1% by September 6. The average open interest is currently around $476.7 million, showing a modest week-over-week increase of 0.23%. This easing in funding rates and liquidations on both sides of the derivatives market reinforces a near-term range-bound outlook rather than signaling an imminent trend resolution.

    Technical Indicators and Conclusion

Technically, XRP is currently trading near $1.40, positioned above its 20-day Exponential Moving Average (EMA) of $1.37 and its 200-day EMA of $1.33. The Relative Strength Index (RSI) stands at 55.92, indicating a neutral-to-constructive setup. While the RSI is above the midpoint and comfortably below overbought territory, these indicators do not point to an immediate breakout or a decisive directional move.

The current data indicates that XRP is in a market re-engaging after a quiet summer. However, the lack of a decisive breakout leaves questions about where XRP price support and resistance currently sit. The structure suggests a market holding above trend support without a clear catalyst forcing a significant move. Traders observing the six-month liquidity peak should recognize it as a sign of a market that can move more efficiently, but not one that has definitively indicated its intended direction.

    Why This Matters

The materials describe a narrow update: XRP’s 30-day liquidity index on Binance has risen to 0. Which side (accumulation or distribution) actually controls the XRP market.

  • Lummis: Clarity Act Faces ‘Now or Never’ Moment

Lummis: Clarity Act Faces ‘Now or Never’ Moment

Lummis Urges Democrats to Pass Clarity Act, Citing “Now or Never” Moment

Senator Cynthia Lummis, a staunch advocate for Bitcoin and digital assets, has asserted that Democrats have exhausted their justifications for opposing the Clarity Act, but time may be running out for supporters of the landmark cryptocurrency legislation.

Ahead of a crucial Senate vote on Tuesday, the Wyoming Republican argued that the finalized text of the Clarity Act addresses Democratic concerns, incorporating over 120 negotiated amendments and a new ethics framework that extends to the President, Vice President, members of Congress, and federal judges. Her message to her colleagues was clear: accept the concessions.

However, Lummis cautioned that if lawmakers fail to secure sufficient Democratic support for cloture—the procedural step that would end debate and advance the bill to a final vote—this opportunity may not arise again.

“It’s now or never for the Clarity Act,” Lummis stated on X, formerly Twitter. She elaborated in remarks to reporters earlier in the day that a failed cloture vote would likely mean the end of the bill. “It’s over. Because we’ve been working on this bill for over a year, and we’ve given them over 120 of their requests. That’s enough,” she reportedly said, according to Punchbowl.

The Clarity Act represents the cryptocurrency industry’s long-sought market structure legislation, aiming to divide oversight of digital assets between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC), thereby providing most tokens with a defined regulatory status for the first time. The House of Representatives passed its version of the bill in July 2025 by a vote of 294-134. The Senate Banking Committee followed suit in May 2026, approving the bill with a 15-9 vote, which included only two Democratic votes.

Tuesday’s vote is a motion for cloture on H.R. 3633, not a final passage vote. Ending debate requires 60 votes, meaning Republicans, who hold a 53-seat majority, need approximately seven Democrats to vote in favor. To garner this support, the White House has agreed to new provisions prohibiting federally elected officials, judges, and their spouses from issuing or sponsoring digital assets. These provisions would be enforceable by state attorneys general and have no expiration date.

Prediction markets have experienced significant fluctuations throughout the week. Polymarket’s odds for the Clarity Act becoming law in 2026 initially rose to 35% on Monday following the release of the final text, but then dropped to 19% on Tuesday after Democrats circulated a counterproposal. Current market sentiment suggests a 55% chance that more than 50 senators will vote yes on Tuesday, but only a 32% probability that the bill will successfully clear the 60-vote threshold. Predictors on Myriad Markets have set the odds as low as 17.5%, a slight increase from earlier lows around 12%.

Not all Democrats are convinced that the ethics provisions are sufficiently robust. Senator Elizabeth Warren, the ranking Democrat on the Banking Committee, intends to argue on the Senate floor that the new rules still contain enforcement loopholes and do not explicitly cover entities like the Trump family’s World Liberty Financial venture. Several other Democratic holdouts have echoed concerns regarding consumer protections and safeguards against illicit finance, despite Republicans revising the bill twice during the recent recess.

If cloture fails, the bill is effectively stalled for 2026, as the legislative calendar is expected to become dominated by midterm election campaigning shortly thereafter. Supporters and community bankers have spent weeks lobbying senators directly in their home states regarding the bill’s remaining provisions, including stablecoin yield rules that continue to concern the banking industry.

Traders appear to be pricing in the prevailing uncertainty. Bitcoin is trading at $76,212, down 3.3% and approximately 7% from its September high. Ether has fallen 4.64% to $2,414.55, and XRP is down 2.61% at $1.38. The total cryptocurrency market capitalization has decreased by 2.99% to $2.6 trillion, even as the Fear & Greed Index remains at 65, indicating a “greed” sentiment.

Derivatives desks are directly experiencing this volatility. The market has seen $636.89 million in liquidations over the past 24 hours as a bearish sentiment grows, with liquidations split between $466.19 million in long positions and $170.69 million in short positions.

The vote is scheduled for today at 2:15 p.m. ET.

  • Ethiopia Slashes Power to Bitcoin Miners Amidst Hydroelectric Shortfall

Ethiopia Slashes Power to Bitcoin Miners Amidst Hydroelectric Shortfall

Ethiopia’s state utility, Ethiopian Electric Power Corp. (EEP), has significantly reduced electricity supply to Bitcoin and other data-mining companies, cutting power by approximately 75% and leaving miners with about 23% of their contracted electricity.

The reduction stems from lower-than-expected inflows into the nation’s hydroelectric dams, which generate about 95% of Ethiopia’s electricity. Incoming water levels are reportedly tracking at least 20% below expectations, a situation exacerbated by El Niño.

EEP has reported losses of up to 50 megawatts per generating unit due to declining reservoir levels and has adjusted its revenue and supply forecasts. In the past financial year, Bitcoin-mining companies accounted for a substantial 35% of EEP’s revenue, consuming approximately one-third of the country’s total electricity production of 9,730 megawatts. While EEP’s installed generation capacity grew by 23% to 9,730 MW over the past year, capacity utilization fell to 60% against a target of 67%.

Data mining operations generated 50.37 billion birr in the last fiscal year, underscoring the economic significance of this sector to Ethiopia’s power infrastructure. EEP plans to reassess its power supply position in October.

This development highlights the operational risks for Bitcoin mining hubs dependent on hydropower. While the situation in Ethiopia reflects seasonal hydrological changes rather than direct climate change impacts, it serves as a reminder that low-carbon power sources are not always consistently reliable. The reliability of hydropower can be affected by environmental factors, impacting energy-intensive industries.

Uncertainty remains regarding whether this dry spell is an isolated event or indicative of future trends for hydro-dependent mining hubs. The long-term impact of climate events on hydropower availability for mining operations is still unfolding.

The news emerges as BTC USD trades around $76,850, showing a slight decrease over the past 24 hours and a more notable drop over the last seven days. For cryptocurrency market observers, this operational risk in a key mining region may be considered alongside broader macroeconomic factors influencing Bitcoin’s price action.

EEP has stated that it may reassess its position in October. Broader claims about a 2025 permit freeze, tariff reform, or a formal transition plan for crypto mining in Ethiopia are outside the scope of verified facts related to this event.

  • Bitcoin Tests Key Support Amid FOMC Uncertainty and Muted Trader Conviction

Bitcoin Tests Key Support Amid FOMC Uncertainty and Muted Trader Conviction

Bitcoin is currently testing critical support levels around the $76,000 to $77,000 range as the market awaits a crucial FOMC interest-rate decision, an event that could significantly increase volatility. The cryptocurrency has repeatedly failed to break above the $80,000 to $82,300 resistance zone, leading to renewed pressure towards the lower boundary of its recent consolidation. The survival of the current ascending channel structure for Bitcoin remains uncertain ahead of the FOMC announcement.

According to the analysis, Bitcoin’s price action has shown a gradual weakening of momentum following rejections from the $80,000 to $82,300 area. The latest sequence has featured lower highs, pushing BTC back towards approximately $76,900 after a rejection near $79,000. This places the market directly around the ascending channel support, which is situated between $76,000 and $77,000. This immediate area is therefore of particular importance.

Despite this short-term pressure, the broader bullish structure that emerged from an August notable move remains intact, provided Bitcoin holds above key underlying support areas. The report indicates that a deeper correction towards the $72,000 to $74,000 zone, where the 0.5 Fibonacci retracement is located near $72,500, would not necessarily invalidate the overall bullish trend. Below this, the 0.618 Fibonacci retracement around $70,200 and a moving average offer further confluence.

    Navigating Short-Term Risks

The 4-hour timeframe highlights the immediate risks. A decisive move below current support could signal that the multi-week consolidation is resolving downwards rather than continuing within the established channel. In such a scenario, the $72,000 to $74,000 support zone would become the primary downside target. Conversely, a successful defense of the $76,000 to $77,000 level could allow Bitcoin to rotate back towards $79,000 to $80,000, and subsequently challenge the major $80,500 to $82,300 resistance zone.

    Muted Trader Conviction

Adding context to market sentiment, Bitcoin’s Futures Average Order Size readings around the $77,000 to $80,000 region are predominantly gray and light green. As per the data, this indicates a mix of normal order activity and smaller whale participation, rather than clear dominance from exceptionally large players. Notably, the recent price recovery towards $80,000 was not accompanied by concentrated large-order activity, suggesting a lack of aggressive conviction from major futures traders. This hesitant positioning may reflect traders reducing their conviction ahead of the significant macroeconomic event.

    FOMC Impact and Future Outlook

With the FOMC decision approaching, short-term technical signals may become less reliable as traders await the outcome. The proximity of Bitcoin’s price to channel support means that any volatility generated by the announcement could be decisive in determining whether the current structure survives or breaks. A meaningful increase in larger orders following the announcement, particularly if coupled with a reported move away from the $76,000 to $77,000 support area, could provide a stronger indication of institutional futures participants’ expectations for Bitcoin’s next directional move.

However, the article suggests that the market is currently characterized by uncertainty. While the broader structure remains intact, the immediate technical position and the impending FOMC decision create a scenario where volatility is expected, but the direction remains ambiguous. A meaningful increase in larger orders after the announcement, especially if accompanied by a reported move away from the current support area, could offer clearer signals about the future direction. The extent to which the post-notable move correction will become more significant remains to be seen.

    Why This Matters

The materials describe a narrow update: Bitcoin has fallen back towards the lower boundary of its recent consolidation range, testing support around $76K-$77K. Whether the current ascending channel structure for Bitcoin may survive the FOMC announcement.

    Broader Context

Source materials place the market analysis in this context: Bitcoin is entering a potentially decisive macro catalyst with its short-term structure already under pressure.

  • Bitcoin Fails to Break $80K Ahead of Key Senate Vote

Bitcoin Fails to Break $80K Ahead of Key Senate Vote

Bitcoin Price Surges Past $79,000, Then Retreats Ahead of Key Senate Vote

Bitcoin experienced a significant price surge on Monday, reaching a multi-day high of nearly $80,000 before facing renewed selling pressure and falling back below $77,000. The cryptocurrency’s movement comes just ahead of a pivotal vote on the CLARITY Act in the U.S. Senate.

Most altcoins attempted to mirror Bitcoin’s gains but were ultimately rebuffed at their local peaks. However, some, including XRP, Stellar Lumens (XLM), and Uniswap (UNI), managed to maintain daily gains.

The primary cryptocurrency saw considerable volatility late last week, with market participants closely watching the U.S. Consumer Price Index (CPI) data. Following the release of the CPI figures, which aligned with expectations, Bitcoin initially dropped from $77,000 to $76,000. It then experienced a sharp rally, soaring to $79,800, only to halt its ascent and reverse course back to its starting point.

The weekend trading session was largely subdued, with Bitcoin consolidating around the $77,000 mark. On Monday, the price dipped twice to $76,500, but bulls intervened, preventing further declines.

    Market Rebound and Subsequent Sell-off

The cryptocurrency subsequently began to gain momentum, particularly during early U.S. trading hours, pushing above $79,500. However, a scenario similar to Friday unfolded, with sellers driving the price down sharply. Bitcoin is currently trading around $77,000, facing renewed pressure. Further volatility is anticipated today with the CLARITY Act vote in the U.S. Senate, and tomorrow, when the U.S. Federal Reserve is set to announce its interest rate decision.

    Market Capitalization and Dominance

Currently, Bitcoin’s market capitalization stands at $1.540 trillion, according to CoinMarketCap. Its dominance over altcoins has seen a slight retreat to 58.85%.

    Altcoin Performance

Ethereum, the leading altcoin, surged to an eight-month high of $2,670 on Friday, but was quickly rejected and fell back to $2,500. It has since dipped below this level, registering a 1.5% decline on the day. XRP saw a pump to $1.46 yesterday but encountered resistance and is now defending the $1.40 level. Binance Coin (BNB), Solana (SOL), Tron (TRX), Hype (HYPE), and Dogecoin (DOGE) are trading slightly in the red, while Rain (RAIN) has plummeted by over 11%.

Conversely, Zcash (ZEC), Monero (XMR), and Chainlink (LINK) have posted minor gains. XLM and UNI are up approximately 4%-5%, trading at $0.19 and $6.55, respectively.

The total cryptocurrency market capitalization remains largely unchanged from yesterday, standing at $2.650 trillion on CoinMarketCap.

  • World Liberty Financial Launches Token-Lock Rewards to Drive Governance Participation

World Liberty Financial Launches Token-Lock Rewards to Drive Governance Participation

World Liberty Financial Proposes Token Lock-Up Rewards to Incentivize Governance Participation

World Liberty Financial has introduced a new governance proposal for its community, aiming to reward holders of its native WLFI token who actively participate by locking their tokens and casting votes. The initiative, targeting an October 1 launch, fundamentally alters how the project intends for its token to be utilized, directly linking rewards to active engagement.

The WLFI Governance Engagement Incentive Program

The proposed program, dubbed the WLFI Governance Engagement Incentive Program, mandates a minimum 180-day lock-up period through a non-custodial, on-chain protocol. However, simply locking tokens will not suffice. To remain eligible for rewards, token holders must vote on at least one governance proposal every 90 days. World Liberty has committed to presenting at least one proposal per quarter, ensuring continuous opportunities for participation.

Rewards will be distributed from a dynamic pool funded by various ecosystem sources, including fees generated by World Liberty Markets and Dolomite. This pool will be replenished bi-weekly as the project expands. Early participants who lock their tokens could potentially secure a larger share of the rewards, especially if fewer tokens are locked in the initial stages.

To prevent any single entity from dominating voting outcomes, a 5% cap on voting power concentration has been implemented through the staking protocol. Crucially, all WLFI holders will retain their governance rights, regardless of whether they choose to lock their tokens.

    Community and Market Reaction

The proposal has garnered dozens of responses on the project’s forum, with most offering brief endorsements. Similar sentiment has been observed on X, where trader Elja described the plan as “one of the more interesting developments for $WLFI holders,” viewing it as a mechanism to acknowledge commitment over passive ownership.

This is not World Liberty’s first foray into linking governance with staking. In March, the project introduced a tiered Node and Super Node staking system designed to offer benefits such as OTC access and partnership perks for larger lock-ups. The current proposal, however, is more focused, centering specifically on voting rather than tiered benefits.

The announcement comes at a challenging time for World Liberty, as the company continues to navigate a lawsuit filed by Justin Sun concerning frozen tokens and governance rights. A ruling against the company last month has kept the case active in court.

The WLFI token has shown minimal reaction to the news. Data from CoinGecko indicates the token was trading just below $0.060 at the time of reporting, a 1.4% decrease over the preceding 24 hours. While this represents a 2% increase from its value a week prior, the token remains over 70% below its price from a year ago. It recently touched a new all-time low near $0.048 just four days ago, a significant decline from its September high of $0.33.
