  • AI Deciphers 217-Year-Old Napoleonic Letter, Revealing Troop Deployments

AI Deciphers 217-Year-Old Napoleonic Letter, Revealing Troop Deployments

A SentinelOne engineer, Carter Church, has utilized the GPT-6 Astra AI model to decipher a letter from Napoleon’s era that had remained undeciphered for 217 years. This breakthrough, detailed in a blog post, demonstrates the growing capability of artificial intelligence in solving complex historical ciphers.

    Broader Context

Source materials place the factual news in this context: SentinelOne engineer Carter Church used GPT-6 Astra for about 6 hours of model time to read a letter written under Napoleon’s orders, which no one had deciphered for 217 years, from a 1969 journal illustration.

    The AI Breakthrough

A letter believed to be from 1809, discovered on a scanned image from a 1969 French military journal, the Revue historique des Armées, had remained inaccessible for over two centuries. The journal itself had mislabeled the year as 1807. According to Carter Church, the GPT-6 Astra model processed the text for approximately six hours to achieve the decipherment, a task that would have previously required extensive human expertise and time.

Historical Context and the Letter’s Content

The letter was originally intended for General Marmont and was written under Napoleon’s orders, though issued from Eugène de Beauharnais’ headquarters. The first line, in clear French, reads: “General Marmont, you should have received my letters of the 8th, 14th, and 20th.” The remainder of the letter consists of 24 lines of coded text, employing a homophonic cipher with approximately 1,300 cipher units and 155 different symbols, making traditional frequency analysis insufficient.

French cryptohistorian Daniel Tant had previously identified 33 letter pairs, deciphering about one-third of the text. The remaining two-thirds required further inference. Astra’s approach involved techniques like simulated annealing combined with French letter combination frequencies. A crucial step involved cross-referencing symbol interpretations for consistency, and a counter-proof reported the decipherment was not derived from the training data itself.

The deciphered content reveals troop deployments: 40,000 Bavarian, 30,000 Polish, Saxon, Davout 80,000, Masséna 60,000, and Oudinot 40,000 troops, along with information about a Russian advance into Austria. These details precisely match Napoleon’s correspondence, Volume 14908, dated March 16, 1809, confirming the letter’s authenticity.

    Implications for Historical Research

Following the decipherment, Satoshi Tomokiyo, who maintains the Cryptiana list of unsolved historical ciphers, updated the entry to ‘solved’ and corrected the date to 1809. This event highlights how AI is breaking down barriers in historical research. While human experts could have potentially deciphered the letter with significant effort, the cost and time investment were substantial obstacles.

According to Carter Church, the primary bottleneck for solving such historical codes has historically been cost, a barrier now being lowered by AI. This development suggests that many previously unsolved historical mysteries may now be within reach, with human curiosity being the main remaining requirement for further discoveries. Uncertainties remain regarding the exact key used for the cipher and whether other historical codes are similarly solvable with advanced AI tools.

Bitcoin, Hyperliquid, Zcash, and Kaspa: Key Developments and Market Signals This Week

This week, four prominent cryptocurrencies – Bitcoin, Hyperliquid, Zcash, and Kaspa – are navigating significant protocol developments and market catalysts. Verifiable data offers insights into their progress and associated uncertainties.

Bitcoin: Macroeconomic Influence and Market Levels
Bitcoin experienced a notable surge past $87,000 on Friday, influenced by US economic data. The September jobs report showed 29,000 jobs added, weaker than expected, while core inflation rose 0.2% month-over-month and approximately 3.0% annually. These indicators have coincided with reduced concerns regarding the necessity for further monetary tightening by the US Federal Reserve. While institutional demand has reportedly improved in recent months, trading volumes remain comparatively weak, suggesting a need for stronger buyer participation to suggest a sustained upward trend. The $87,000-$87,500 resistance level is identified as a key obstacle, with a decisive break above it potentially opening the path toward the $95,000 zone.

    Hyperliquid: Protocol Activity and Tokenomics
Hyperliquid’s native token has demonstrated strong market performance, reaching new all-time highs attributed to ongoing protocol activity and ecosystem development. A significant development was the introduction of manual borrowing through HyperCore on September 18, allowing users to leverage HYPE and BTC as collateral for borrowing USDC or USDT. On the first day of this feature, borrowing volume reached nearly $270 million. Furthermore, 99% of platform fees are directed to an Assistance Fund for repurchasing HYPE. A key uncertainty remains whether the $90-$92 region can establish itself as sustained support; if it does, the bullish structure is expected to remain intact. In the event of a pullback, $85 is considered a potential support level.

Zcash: Network Upgrade and Issuance Model
Zcash is preparing for its seventh major network upgrade, scheduled to activate on November 5. This upgrade is expected to reduce block times from the current 75 seconds to 25 seconds, effectively tripling the rate of block production. Participants have also voted to retain Zcash’s existing halving structure, which mirrors Bitcoin’s issuance model. According to recent updates, 29% of Zcash’s existing supply is held in shielded pools, with an additional 4 million tokens moved into the Ironwood pool. The cryptocurrency has seen significant price appreciation, reportedly rising by over 1,000% in the past year and recently trading around $1,600.

Kaspa: Developer Expansion and Network Usage
Kaspa is focusing on expanding developer capabilities through updates such as the Tokata hard fork and Silverscript 1.0, which introduced tools for building covenant logic. The .k name service, launched in September, allows for readable Kaspa addresses, recording several thousand registrations in its initial days. In terms of price action, Kaspa’s native token (KAS) has seen a roughly 50% increase in the past month, bringing the $0.50 level into focus. A central question for Kaspa is whether network usage will grow in parallel with its technological advancements.

Overall, this week presents a landscape of evolving technology and market dynamics for these cryptocurrencies, with verifiable data highlighting key developments and persistent uncertainties.

  • South Korea to Launch Tokenized Securities in February 2027

South Korea to Launch Tokenized Securities in February 2027

South Korea Sets Rules for Tokenized Securities, Launching in 2027

Seoul, South Korea – South Korea’s Financial Services Commission (FSC) has unveiled detailed regulations for tokenized securities, paving the way for stocks, bonds, and funds to be issued on blockchain technology starting February 2027. The new framework includes a minimum capital requirement of 4 billion Korean won for issuers and an annual over-the-counter (OTC) purchase limit of 100 million Korean won for retail investors.

This announcement marks the FSC’s first concrete regulatory blueprint following the release of a three-stage roadmap on September 4. The new framework, officially announced on October 2, permits the issuance and circulation of securities such as stocks, bonds, funds, and certain fractional investment securities in tokenized form. It also recognizes distributed ledger technology as a legitimate infrastructure for the issuance and trading of securities.

The proposal outlines specific requirements for companies that will issue and manage tokenized securities. Firms opting to manage client accounts directly, rather than outsourcing, must possess at least 4 billion Korean won (approximately $2.8 million USD) in equity capital and establish dedicated compliance and technology teams. This capital threshold effectively excludes smaller issuers, signaling the FSC’s approach to tokenized securities as a regulated activity akin to traditional financial services.

Compared to the minimum capital requirements for traditional South Korean securities firms, which typically range around 100 billion Korean won for general securities businesses, the 4 billion won threshold is considered relatively moderate. The FSC appears to be seeking a balance between risk control and fostering new entrants into the market.

Amendments to the Capital Markets Act will also introduce a new license for OTC exchanges specifically designed for the tokenized trading of debt securities. Retail investors will be subject to an annual net purchase limit of 100 million Korean won (approximately $70,000 USD) on any single OTC platform. Transactions exceeding this amount will need to be conducted through institutional channels.

The 100 million won limit serves as a clear demarcation of risk for retail investors, allowing them access to the tokenized bond market while keeping their exposure within manageable levels. For institutional investors seeking significant allocations, the introduction of OTC licenses is intended to provide the necessary liquidity infrastructure.

The proposal is open for public comment from October 3 until November 11. Following the consultation period, the regulations will proceed to the approval process, with the aim of taking effect on February 4, 2027, concurrently with the legislative amendments for distributed ledger infrastructure.

  • Tether’s Utexo to Launch USDT on Bitcoin Blockchain via RGB Protocol

Tether’s Utexo to Launch USDT on Bitcoin Blockchain via RGB Protocol

Tether’s infrastructure project, Utexo, is set to launch USDT on the Bitcoin blockchain this month, utilizing the RGB protocol. This initiative marks a significant return of USDT to the Bitcoin ecosystem, aiming to introduce enhanced privacy, direct exchange capabilities, and new lending functionalities.

The launch will support private transfers, direct Bitcoin to USDT exchange, and Bitcoin-backed collateralized lending. A key feature of this implementation is that transaction data will not be recorded on the main Bitcoin chain, leveraging the RGB protocol’s client-side validation.

USDT was initially launched on Bitcoin’s Omi protocol over a decade ago, in 2014. It later expanded to Ethereum and Tron, partly due to lower transaction fees. Now, with Utexo’s initiative, USDT is returning to the Bitcoin blockchain, albeit through a different technological framework.

Utexo, founded in 2025 and having recently completed a $7.5 million seed round, has received commercial authorization from Tether to use the USDT trademark and issue tokens on Bitcoin. According to Tether CTO Paolo Ardoino, the company supports USDT’s return to the Bitcoin chain. Tether itself holds a substantial amount of Bitcoin, exceeding 55,000 BTC, positioning it as a significant player within the Bitcoin ecosystem.

RGB Protocol: Privacy and Off-Chain Transactions

The RGB protocol is central to this launch. It employs client-side validation, meaning transaction details are validated by the user’s client rather than being broadcast to the entire network. This approach anchors RGB assets to Bitcoin’s Unspent Transaction Outputs (UTXOs), providing proof of ownership without exposing transaction specifics on the main chain. This contrasts with the public visibility of USDT transactions on Ethereum and Tron.

New Use Cases for Bitcoin DeFi

Utexo plans to implement three primary use cases for USDT on Bitcoin: private transfers, direct BTC/USDT exchange, and Bitcoin-collateralized lending. These functionalities aim to address perceived limitations in Bitcoin’s decentralized finance (DeFi) landscape, such as insufficient on-chain capacity and a lack of stablecoin liquidity pools.

    Compliance and Future Integration

While the RGB model offers enhanced privacy, it presents a technical difference from Ethereum’s USDT implementation: Tether cannot unilaterally freeze individual wallets. Utexo’s approach to compliance involves maintaining a UTXO blacklist, making specific UTXOs unredeemable rather than frozen. According to Utexo co-founder Viktor Ihnatiuk, this method aims to align with Bitcoin’s decentralized ethos while still enabling compliance measures.

Looking ahead, Utexo plans to extend USDT support to the Lightning Network. This integration could enable near-zero fee, second-level transactions for stablecoins, which would be beneficial for cross-border and daily transactions within the Bitcoin ecosystem.

This development is seen as providing Bitcoin DeFi with a native stablecoin infrastructure, moving beyond reliance on cross-chain bridges or other Layer 2 solutions. It also solidifies Tether’s role as an infrastructure provider within the Bitcoin ecosystem.

Key uncertainties remain regarding the speed of adoption for RGB-USDT by exchanges and wallets, and whether its circulation volume will reach billions of dollars in the coming months. The success of this launch will likely depend on these adoption metrics and the practical implementation of its planned use cases.

    Why This Matters

The materials describe a narrow update: Tether’s infrastructure project Utexo will launch USDT on the Bitcoin blockchain this month, utilizing the RGB protocol. The speed of exchange and wallet adoption for RGB-USDT.

  • Hong Kong bankers forgo summer break amid AI-fueled fundraising boom

Hong Kong bankers forgo summer break amid AI-fueled fundraising boom

Hong Kong’s equity capital markets achieved a record $47.5 billion in fundraising during the third quarter, driven primarily by the artificial intelligence sector, according to a Bloomberg report dated October 3, 2026. Dealmakers involved in these share sales reportedly sacrificed their summer breaks to accommodate the surge in activity.

    Record Quarter for Equity Fundraising

The $47.5 billion figure encompasses all forms of equity fundraising, including initial public offerings (IPOs), share placements, and block trades. A share placement involves a company directly selling new shares to a select group of investors, while a block trade refers to the sale of a substantial block of existing stock in a single transaction.

This robust third quarter pushed Hong Kong’s year-to-date equity fundraising total for 2026 above $92 billion. The city is now within striking distance of its all-time annual record of $112.5 billion, set in 2021.

    AI Dominates Market Activity

Goldman Sachs has projected that equity issuance in 2026 could potentially surpass the regional record established in 2021, with demand for AI-related companies serving as the primary catalyst.

A particularly noteworthy transaction from the summer was Zhipu AI’s successful $4 billion share placement in July. This deal was part of a broader wave of $5.8 billion in AI financing that occurred within that same week. Significantly, Bloomberg’s report highlighted that this surge in funding largely bypassed traditional Wall Street banks.

Zhipu AI was not the sole AI-focused entity to tap the market this year. Earlier in 2026, MiniMax Group raised approximately $619 million through its IPO.

Investor Appetite and Shifting Fee Pools

For investors, the record-breaking quarter signals a strong appetite for AI-linked equities across Asia. The ability of a single placement to raise $4 billion indicates that institutional buyers are prepared to commit substantial capital to the sector.

The $5.8 billion week of AI financing, which occurred without the involvement of traditional Wall Street banks, could represent a significant shift. If this trend persists rather than remaining an isolated event, fee pools that have historically benefited large U.S. financial firms may increasingly be directed elsewhere.

With the year-to-date total exceeding $92 billion, and the 2021 record standing at $112.5 billion, Goldman Sachs’ optimistic outlook for 2026 hinges on continued strong activity in the fourth quarter.

  • Cathie Wood’s ‘Follow the Agents’ Strategy: AI’s Evolving Financial Role and Infrastructure Needs

Cathie Wood’s ‘Follow the Agents’ Strategy: AI’s Evolving Financial Role and Infrastructure Needs

Cathie Wood, co-founder of ARK Invest, has proposed a new investment strategy termed ‘Follow the Agents.’ This approach encourages investors to closely examine the financial infrastructure that artificial intelligence agents utilize as they transition from merely providing information to making autonomous financial decisions. This significant shift was a key topic at the Robinhood Summit in Houston this week, signaling a potential new demand for specialized machine-to-machine payment systems.

According to ARK Invest, AI agents may soon require the ability to pay for services like API calls, data access, or compute resources without requiring direct human approval for each transaction. This evolving capability could lead to substantial structural changes in trading volumes and market behavior patterns. Indicating early adoption, Coinbase CEO Brian Armstrong noted that Grok is currently a leading agentic trader client on the exchange.

Stablecoins and blockchain technology are positioned as potential solutions for facilitating these machine-to-machine transactions. Their inherent 24/7 availability and capacity for handling small-value, high-frequency payments align well with the anticipated needs of AI agent financial activities, such as processing API fees or data purchases.

However, the emerging landscape for AI agent payments involves competition. Traditional payment systems and closed ecosystems developed by major tech companies are also advancing their capabilities. Companies including Stripe, Visa, Google, and OpenAI are reportedly developing functionalities to support AI agent payments. This creates a dynamic tension between open financial networks, like Ethereum, which offer a shared infrastructure, and the proprietary systems favored by tech giants.

This discussion echoes themes from a September research report by BlackRock, which also explored AI agents and machine-specific payment systems. Over the next one to two years, more examples and trends in AI agent payment behaviors are expected to emerge, with regulatory oversight and interoperability identified as critical variables.

Several uncertainties persist regarding the future of AI agent payments. A key question is whether these agents will be subject to Anti-Money Laundering (AML) and Know Your Customer (KYC) frameworks, which could potentially diminish the advantages of stablecoins. Furthermore, the extent to which major AI platforms integrate with specific payment systems, rather than open networks, will significantly influence the adoption of decentralized technologies.

While stablecoins and blockchain present a compelling case for 24/7, small-value, high-frequency transactions, their practical application will depend on how these competitive and regulatory factors unfold. The interplay between open networks and closed ecosystems, alongside evolving regulations, will ultimately shape the financial infrastructure for autonomous AI agents.

    Why This Matters

Cathie Wood’s ‘Follow the Agents’ strategy highlights a critical juncture where AI’s increasing autonomy in financial transactions necessitates a re-evaluation of investment strategies. Investors must now monitor the financial infrastructure that AI agents utilize, as their transition to autonomous spending could drive demand for new payment systems, creating a competitive landscape between open and closed ecosystems. The practical adoption of technologies like stablecoins and blockchain for these machine-to-machine payments hinges on regulatory developments and interoperability choices.

    Broader Context

This development aligns with ARK Invest’s previous advice to ‘follow the developers,’ emphasizing a consistent focus on the underlying technological and infrastructural shifts driven by AI advancements. The discussion also follows BlackRock’s September research report on AI and digital assets, which similarly explored AI agents and machine-specific payment systems, indicating a broader industry focus on these emerging trends.

  • Citi Ups Bitcoin Outlook, Reveals New Targets

Citi Ups Bitcoin Outlook, Reveals New Targets

Citi Elevates Bitcoin Price Forecast to Over $113,000, Cites Market Recovery

Citigroup has revised its price prediction for Bitcoin (BTC) and MicroStrategy (MSTR), now anticipating the cryptocurrency to surge past $113,000 within the next year. This shift in outlook follows a broader market recovery that began in mid-August. The banking giant has nearly doubled its price target for Bitcoin, a significant reversal from its more cautious stance just months prior.

July Downgrade Replaced by Renewed Optimism

In July, amid a deteriorating market sentiment and a Bitcoin price drop to below $58,000, Citi had slashed its 12-month price target for BTC to under $82,000. However, Bitcoin has since rebounded by approximately 50%, currently trading around $86,000. In response, Citi has now raised its 12-month forecast by about 40% to $113,400.

According to the bank’s latest analysis, key drivers for this revised target include increased cryptocurrency activity, a more favorable macroeconomic environment, and the notable return of Exchange Traded Fund (ETF) inflows.

    Inflows and Regulatory Landscape

Citi projects around $5 billion in crypto inflows over the coming year, with financial advisors and brokerages expected to gradually increase their Bitcoin allocations. While acknowledging the recent failure of the CLARITY Act in the Senate, the bank noted that subsequent announcements from the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) helped mitigate any negative impact on market sentiment.

MicroStrategy Valuation Soars with Bitcoin Outlook

The recalibration of Citi’s Bitcoin forecast has had a pronounced effect on its valuation of MicroStrategy, a major corporate holder of the cryptocurrency. In July, Citi had set a price target of $136 for MSTR, with the company’s shares trading below $100. Now, with MSTR trading at $160, representing a gain of over 60% from its summer lows, Citi has increased its target to $240 and maintained a “buy” rating.

The bank attributes approximately 34% of the projected upside for MSTR to further Bitcoin appreciation, with an additional 16% linked to an expansion in the company’s market-to-net-asset-value premium. This underscores the significant influence of Bitcoin’s performance on MicroStrategy’s valuation, which Citi has previously described as a leveraged and more volatile way to gain exposure to the cryptocurrency. Consequently, Citi anticipates that MSTR’s valuation could change substantially in response to significant shifts in market conditions.
